Keizer sits just to the North of Salem, Oregon, the capital of the state. The city of Keizer is in Marion County, in the Willamette Valley with the Willamette River flowing past. Keizer is within the Salem metropolitan statistical area and sits along the 45th parallel.
Keizer is home to Salem-Keizer Volcanoes minor league baseball team and Volcanoes Stadium which sits next to Interstate 5, a major highway running north and south through Oregon.
Keizer started at a place near the banks of the Willamette River called Keizer Bottom which is now the home of Keizer Rapids Park.
The Willow Lake Water Pollution Control Facility provides wastewater services to an area more than 60 square miles including Salem, Keizer, and Turner. The total combined peak day capacity of the facility is around 200 million gallons a day. Across from the treatment facility is the Willow Lake Golf Center and McNary Golf Club.

Utility buildings are straightforward, but this structure includes a heavy-duty door, interior/exterior lighting, an external covered area for external systems, and a ventilation fan/AC unit to regulate inside temperatures. The custom-building exterior consisted of a CMU split face concrete block wall fully reinforced running bond pattern and a metal roof.
The systems contained in this building are very important to the water treatment process because they test the water before it exits the facility, checking that it is clean and fully treated. Concrete utility buildings make great options for small systems such as this.
