Animal Control Shelter in Waukegan, IL
Romtec was pleased to partner with the City of Waukegan to replace an existing animal control shelter with a new building to fit their needs. Waukegan, Illinois is the county seat and most populous city of Lake County. Located on the western edge of Lake Michigan, and sitting about 25 miles north of Chicago, it’s known as an industrial suburb.

Waukegan had a population of 89,321 at the 2020 census, which made it the 10th most populous city in Illinois. It is in the Chicago metropolitan area with a population of 9,618,502 at the 2020 census.
The Illinois and Wisconsin state line is about 11 miles north of Waukegan with State Routes 131 and 137 heading north along with Interstate 94.
Sitting on the edge of Lake Michigan affords Waukegan a variety of unique recreational spaces, including Waukegan Municipal Beach, the Illinois Beach State Park, Bowen Park, Glen Flora Country Club, Larsen Nature Preserve and Dog Park, Waukegan Savanna Forest Preserve, Bonnie Brook Golf Course, Lyons Woods Forest Preserve, Six Flags Great America, Independence Grove Forest Preserve, National Museum of the American Sailor, Lambs Farm, and American Place Casino.

Romtec has worked with Waukegan Parks and Recreation previously, but this is the first time working for the City of Waukegan. Romtec provided restroom buildings at Bowen Park and Waukegan Park for the Parks Department who gave our contact information to the City of Waukegan because they needed a new animal shelter to replace an existing shelter.
We worked through the building materials, overall look, and options for the building directly with the city. They wanted the building ‘”turnkey,” so we partnered with a local contractor to provide a turnkey structure.
They will be using the building as a police animal control shelter, which they purchased directly from Romtec with Sourcewell.
The animal control shelter features kennels with a trench drain, a future IT room, cat housing area, laundry room, washroom with a trench drain, three offices, restrooms with a tile cove base, along with a reception and waiting area to fit the various needs of the animal shelter and staff.
The animal control shelter building has a metal roof over wood trusses, fiber cement lap siding over CMU concrete block wall, kennel clad insulated pully doors, exhaust fan, fiber cement board and batten over gable truss, windows, and a garage door.
This animal control shelter building was a rush project, so the City of Waukegan approved plans quickly to keep this timeline on track.
This is a complex building with unique features, so the project was carried out in that way. The project had specific requests and requirements that Romtec had to meet to be able to house animals in the area. There were some significant changes that were made during the design process, but we were able to work through that to complete the design that satisfied all the requirements.
Everyone in the city was excited to be able to do this project for their community.
North Tennessee Constructors LLC provided the installation of the new animal shelter. Romtec worked with North Tennessee on various buildings before, including the NH Scott Pool Renovation Project, North Overlook Campground, Midway Park, Exchange Park, and Cos Cob Park.
