Tualatin Hills Park and Recreation District, Oregon – Multi-Park Restroom Building Project

Washington County and Tualatin Hills Park & Recreation District (THPRD) both received grant funds to provide new restrooms and other site amenities and improvements at several local parks in Beaverton and Aloha, Oregon. THPRD is managed this multi-park restroom building project as a repeat customer and project driver with Romtec. Together, we have accomplished the Mountain View Champion’s Park project and the Cedar Hills Park Splash Pad Restroom just to name a few.

Permanent Restroom Building

THPRD contacted us directly about this project for the new restroom structures for Greenway ParkHazeldale Park and Schiffler Park after they were awarded grant funding through the American Rescue Plan Act to complete these projects. These three sites all needed permanent restrooms.

Tualatin Hills Parks and Recreation Department only has Romtec structures in their parks and wanted to continue with Romtec as their restroom provider. They have been very happy with the customer service that we have provided throughout our partnership

THPRD received $500K in grant funding, and Washington County received $1.4M in grant funding. Tualatin Hills Parks and Recreation Department manages these sites, so Washington County let them manage the grant funds going towards the project for them. These were direct “turnkey” purchases utilizing the Sourcewell contract with THPRD where Romtec completed the construction of the buildings.

This project was purchased by THPRD through Sourcewell which is a purchasing cooperative. It provides governments with a streamlined buying process which goes through competitive bidding for all companies wanting to participate in the cooperative.

3J Consulting is the civil engineer working on these projects with THPRD. 3J Consulting is a civil engineering, water resources, and community planning firm with offices in Oregon and Washington.

The designs for this multi-park restroom building project proposed by Romtec were based on previous completed projects with THPRD with vandal resistant design options based on where these projects are located.

Multiple Park Restrooms

Hazeldale Park

The Hazeldale Park restroom features two ADA All gender single user restrooms and a mechanical room. The restroom has CMU smooth face concrete block wall, Fabral single slope slim seam metal roof, American Laminators glulam rafters and beams, exhaust vents, ERV intake vents, polycarbonate windows, Steelcraft doors, Metcraft toilets and lavatories, Intermatic in wall timers, and Lithonia lighting.

Schiffler Park

Schiffler Park needed a permanent restroom at it, to provide for the various activities at this large park.

As part of this multi-park restroom building project, Romtec designed, supplied, and constructed the Schiffler Park project with two ADA all gender single user restrooms with a mechanical room. Included in these restrooms are diaper decks for changing babies or infants.

This building is very similar to the Hazeldale Park double restroom with a single slope Fabral slim seam metal roof, and CMU smooth face and split face concrete block wall. There is a mechanical system exhaust vent along with an ERV exhaust vent and intake vent.

Greenway Park

Greenway Park has picnic tables, basketball courts, tennis courts, and several play areas for children while Fanno Creek Trail also is at the park. There are many trails at Greenway Park along with the Koll Center Wetlands Natural Area on the east side of the park which provides bird watching opportunities.

All of these parks and their sites had a high need for additional restroom facilities which was identified by the THPRD. They focused on limiting any site’s disruption and proximity to existing restroom infrastructure.

A single user ADA all gender restroom was designed for Greenway Park with a mechanical room. The restroom features a Fabral slim seam metal roof (single slope), CMU split face and smooth face concrete block wall, polycarbonate windows, American Laminators glulam beams, and ERV intake and exhaust vents.

All three restrooms for the three parks have similar design features and finishes, which keep the same aesthetic across all the restrooms. It also helps with maintenance of the buildings.

The Greenway Park restroom features a light and occupancy sensor which can alert police in the area if someone is inside. This is a vandal resistant feature that Romtec specializes in, where we provide vandal proof designs to discourage vandalism.

Romtec was phenomenal when it came to service after the sale. They were available anytime there were questions. In addition, there were some issues with missing materials. Even though it was not Romtec’s fault for the missing materials, the were more than willing to send us the missing materials to get the project done.
