Dee Wright Observatory Near Sisters, Oregon

The Dee Wright Observatory is located at the summit of McKenzie Pass on Highway 242, just outside Sisters, Oregon. The site is surrounded by dramatic volcanic terrain and offers panoramic views of the Cascade Mountains. Built from lava rock, the observatory is a popular stop for hikers, cyclists, and travelers exploring Central Oregon.

Because the area is remote and experiences seasonal road closures, visitor amenities must be reliable and self-contained. The vault restroom is located near the parking area at the top of the pass, providing essential services while preserving the natural landscape.

Waterless Restroom

The restroom at Dee Wright Observatory is a waterless restroom, designed to operate without plumbing or running water. This type of restroom uses a sealed underground vault to safely store waste until it is serviced by maintenance crews.

Vault restrooms are commonly used in parks, campgrounds, trails, and forests areas where utilities are unavailable. Each waterless restroom is equipped with Romtec’s Sweet Smelling Technology (SST), a passive ventilation system that helps control odors and improve the visitor experience without the use of water or power. The waterless design conserves resources, reduces environmental impact, and provides a clean and functional restroom experience for visitors in remote locations.

Durable, Accessible, Sustainable, and Site-Sensitive

Romtec worked with the forest service and designed this park vault restroom with durability, accessibility, and appearance in mind. The building features reinforced masonry walls faced with natural stone sourced from a nearby quarry. This stone closely matches the lava rock construction similar to the observatory, allowing the restroom to blend naturally into its surroundings.

The roof is finished with cedar shakes, selected for their weather resistance and natural appearance. Inside, the restroom includes features that meet accessibility requirements, including ADA stalls, grab bars, and clear signage with raised lettering and Braille.

Concrete floors with a sanitary cove base allow for easy cleaning and long-term durability. Doors, frames, and hardware are heavy-duty and powder-coated to withstand frequent use and harsh weather. Ventilation is provided through custom wall vents and natural lighting spills into the building through the gable windows.

Remote Construction in a Volcanic Environment

Constructing a Forest Service vault restroom at Dee Wright Observatory presented several challenges. The site is remote, with limited access and no utility connections, and seasonal highway closures from late fall through spring required careful scheduling and coordination.

The volcanic landscape created uneven ground conditions and difficult excavation, while the restroom also needed to withstand heavy snowfall, freezing temperatures, and repeated freeze-thaw cycles. At the same time, the facility had to meet accessibility requirements and preserve the historic character of the observatory.

Once the project was awarded, Romtec addressed these challenges through a complete turnkey approach. From design through installation, Romtec managed every phase of the project while coordinating closely with the Willamette National Forest and the United States Forest Service.

The vault restroom was engineered to perform in extreme alpine conditions, including heavy snow loads, seasonal public use, and long-term exposure to harsh weather. Romtec coordinated site preparation, foundation work, and installation around the limited construction window. All materials and fixtures were selected for durability, ease of maintenance, and visitor comfort.

Additional site features, including a trash screen wall with matching stone facing, were incorporated to enhance functionality and maintain a consistent appearance across the site.

Collaboration for Success

This project was completed through close collaboration between Romtec, federal land managers, and our contractors.

Romtec Contractor: Ken Perry Constructed the vault restroom and per request from the Willamette and United States Forest service, we sourced locally quarried stone to match the observatory’s historic lava rock architecture.

Romtec’s turnkey services allowed agency staff to focus on land stewardship while Romtec and its partners handled design, construction, and coordination.
